The difference between true rms panel meters and average conventional meters is that they calculate average reading and display the same, whereas true rms meter digitises each sample, squares it, adds it with previous sample, then takes square root of it. The true rms panel meters means root mean square [rms] and is useful in ideal situation when sine waves are perfect. In calibration equipments both average meters and true rms meters show the same value. True rms meters provide correct readings in the cases when situation is not normal and the waveforms are distorted. All high-end power meters are always true rms, but panel meters are normally not.
